Pre-primary institutions in Palau are not supported through a state-funded system; instead, public pre-primary education relies mainly on U.S. federal grants (for example, the Head Start Programme), managed by the Palau Community Action Agency under the Ministry of Education oversight. These funds target low-income and vulnerable children, providing subsidies based on family income, community needs, and geographic disadvantage rather than through a standardised national funding formula. Furthermore, no national subsidies exist for private pre-primary institutions.

The primary form of financial aid is the U.S. federally funded Head Start programme, which delivers targeted services (not cash subsidies) to children from low-income and vulnerable families through the Palau Community Action Agency. The Ministry of Education focuses on oversight and standards only.
