The official entrance age to pre-primary education in Chad is three years old. The system is structured for children ages 3-6. The net enrolment rate for pre-primary for both sexes was 1.78% as of 2024. Pre-primary education is not compulsory.

Governance

According to Law No. 6-016 2006-03-13 PR on the orientation of the Chadian education system, pre-primary education is provided in public or private institutions under the jurisdiction of the Ministry of Social Action, with the pedagogical collaboration of the Ministry of National Education.

Tuition-free status

Public pre-primary education in Chad is not tuition-free according to national laws and policies, which prioritize free primary education but leave pre-primary (ages 3-6) underfunded and predominantly private or community-run.

The education system of Chad is organised into higher-level districts called académies, each overseen by a regional delegation of the Ministry of National Education. These académies serve as educational zones tailored to local needs and may cover multiple regions. Their creation and governance are determined by decrees from the Council of Ministers, with each academy led by a Recteur d’académie appointed by the Council.

 

2. Education resources to institutions

The children enrolled in preschools are primarily located in private (54%) and community-based facilities (28%). Public preschools account for 18% of enrollment. Community schools created by the local community may benefit from State support. They are often located in areas which lack public schools. The government is also working to gradually integrate community-based schools into the public sector.

4. Social policies and family support programmes

There are several programmes related to young children funded and managed by external donors.

The National Social Insurance Fund of Chad also provides child benefits. Family allowances under the programme are paid to workers for each dependent child, from birth until the age of 14. The age is raised to 20 years if the child continues their studies. The funds are to be used for the child’s school and health expenses. If the allowances are not used for the child, a guardian may be appointed by the court.
