Introduction

In Montserrat, the Ministry of Education, Youth Affairs & Sports administers the funding and governance of educational institutions. The Education Act 2013, as amended in 2019, provides the legal framework regulating school operations and funding, outlining the responsibilities of the Ministry and the Boards of Management, including budget preparation, financial oversight, and compliance with national educational standards.

The Ministry allocates financial resources to schools through grants provided to the respective Boards of Management. Financial allocations for secondary schools require approval by the Legislative Assembly. In addition to government funding, schools may obtain supplementary support through fundraising, donations, bequests, and other private contributions.

At the conclusion of each academic year, the Board submits a statement detailing the expenditures of any grants received, along with an estimation of anticipated expenditures for the forthcoming financial year, for the Minister's approval. No equity mechanism has been identified in the formula for allocating grants to schools.

Special Needs Education

Special education needs programmes are available in both primary public schools. Each institution employs a trained special education teacher who possesses the requisite skills and experience to effectively support students with diverse needs. Primary and secondary schools also have Learning Support Units that cater to students with special needs, as well as those who may require counselling and are identified as being 'at risk' for academic failure.
