Key financing indicators (UIS Data)

The official entry age to pre-primary education (UIS) is 3 years old (2024). All pre-primary education is free of charge according to the Constitution (2019). The net enrolment rate for pre-primary for both sexes (UIS) was 99.03% in 2024. Pre-primary education is not compulsory.

Governance

Pre-primary education is part of the national education system (SNE) which falls under the jurisdiction of the Ministry of Education (MINED). In Cuba, MINED centrally manages national policies and budgets within a unitary government system.

Tuition-free status

According to Article 73 of the Constitution (2019), the state is responsible for providing tuition-free education starting from early childhood.

 

1. Education resources to subnational governments

Provincial and municipal directorates supervise educational services in their regions but do not control funding allocations. Education funding and programmes are fully administered by MINED, which allocates resources directly to schools.  

 

2. Education resources to institutions

Pre-primary education is offered through two modalities: 1) institutional settings where kindergarten classes are integrated into primary schools and day care centers; and 2) the Education Your Child programme where counsellors advise and support families in children’s circles to provide at-home pre-primary education. Both modalities are financed by the national government. Although Law 157 emphasises prioritising vulnerable populations in state funding, information on equity in resource allocation remains limited.
